The United States is set to overtake Saudi Arabia as the world’s number two oil producer this year, as shale companies, attracted by rising prices, ramp up drilling, the International Energy Agency said on Friday. “This year promises to be a record-setting one for the US,” the IEA wrote in its monthly market report.

Five officers involved in two Navy ship collisions last year that killed a total of 17 sailors are being charged with negligent homicide, the Navy said Tuesday. A Navy spokesman, Capt. Greg Hicks, said the charges, which also include dereliction of duty and endangering a ship, will be presented to what the military calls an Article 32 hearing to determine whether the accused are taken to trial in a court-martial.

President Donald Trump is ending his first year in office with the lowest average approval rating of any elected president in his first term.

According to polling by Gallup, Trump has averaged just a 39 percent approval rating since his inauguration. The previous low was held by Bill Clinton, whose first-year average stood 10 points higher than Trump's, at 49 percent.

Recent surveys show most Americans view Trump as a divisive figure and even question his fitness for office. One relative bright spot for Trump is his handling of the economy, though even there his ratings are not as high as might be expected given a relatively strong economy.

Trump's current approval rating in Gallup's weekly poll is comparable to his average rating, standing at just 38 percent, with 57 percent saying they disapprove.

A California couple has been charged with torture after police rescued their 13 malnourished children from a home where some of them had been chained to beds, and neighbours on Monday described the family as shut-ins who shunned social contact. Reuters reports, Police made the discovery after a 17-year-old girl escaped the house in Perris, about 70 miles (113 km) east of Los Angeles, and used a cellular phone she had found in the house to call them, the Riverside County Sheriff’s Office said on Monday.
